New initiative combines public, private, and cultural power to build lasting equity in aquatics ahead of LA28
STOCKTON, Calif. - eMusicWire -- Swim Up Hill, the nonprofit redefining equity in aquatics, has launched a first-of-its-kind swim access initiative in partnership with the City of Stockton. Backed by Hollywood Unlocked founder Jason Lee, Bank of San Joaquin, Aqua by Delfino, San Joaquin Aquatics, and other private champions, this groundbreaking effort is designed to ensure permanent, affordable swimming access for youth in one of California's most underserved regions.
"This partnership isn't just about lessons. It's about legacy," said Jamal Hill, Paralympic medalist and founder of Swim Up Hill. "We are laying the foundation for long-term, affordable swim access in Stockton. This is how we build safer, healthier, more empowered communities."
At the core of the initiative is a multi-year swim education fund that subsidizes lessons for local youth, provides certified training for aquatics staff, and supports sustainable programming that will continue well past the 2028 Olympic Games in Los Angeles. The launch marks a bold step in Swim Up Hill's statewide campaign, All Roads Lead to LA28, which aims to transform aquatics access across California in the lead-up to the Summer Olympics.

In its initial rollout, the Stockton initiative will subsidize swim lessons for more than 100 local youth. All participants will receive full swim gear provided by Aqua by Delfino. The program also includes professional training for San Joaquin Aquatics staff and a special community event at the city pool that brings together local donors and residents for swim instruction and safety demonstrations. These efforts are supported by a sustainability model that secures long-term impact through a dedicated community swim education fund.
The campaign began with a vibrant launch festival that brought together families, civic leaders, and Swim Up Hill partners to celebrate Stockton's leadership in creating an inclusive, Olympic-aligned aquatics future.
"For me, this is personal," said Jason Lee, Stockton native and founder of Hollywood Unlocked. "To be able to come back home and help drive a movement that gives kids access to the water and the skills that come with it is incredibly meaningful. This is the kind of collaboration that truly changes lives."

By blending municipal leadership, private investment, and cultural influence, Stockton is building a new standard for public-private partnerships in youth aquatics.
Swim Up Hill is actively inviting new partners to join the movement. Organizations and city leaders are encouraged to contribute to the multi-year swim access fund, become partners for aquatics workforce training, and co-sponsor upcoming events aligned with LA28 legacy efforts.
